Thats like saying, we prepared for the blizzard, but all the snow hampered the operation... almost as good as Bush's: "I don't think anybody anticipated the breach of the levees..." (  http://news.bbc.co.uk/2/hi/americas/4204754.stm ).

In government, poor performance is often rewarded. Case and point, incresed budgets for security and intelligence agencies after their "failure" on 9/11. A slow response this time (Katrina) means congress will be pressured to alot more money and power to FEMA. What does an agency with the capability to institute marshal law care about a few thousand n*&&~^s down in Loiusiana?
