Prison Divest - Tell City Hall to Divest Now

The Socially Responsible Investments Committee submitted their report to Council on September 30, 2016, with their recommendation for corporate issues to keep/add to the City's Corporate Securities Do-Not-Buy List. The City Treasurer provided Council members with a financial impact analysis memo on September 13, 2016.

City Council will make the determination of what is included on the Do-Not-Buy List by the end of 2016.

Community members are encouraged to provide feedback on the report through the form below, which will be open through October 31, 2016. Comments will then be provided to City Council.

It is not too late to submit public comment on prison divestment!

The City of Portland will be voting on how to implement Socially Responsible Investment (SRI) recommendations in November. You have until October 31st to submit comment to the City online, or in other words, you have 4 days!

Public comments are extremely important and play a crucial role in the decision-making of the city council so if you care about whether your tax dollars are used to fund mass incarceration, your voice will make a huge impact! Don't let your voice be silenced, this is the time to speak up!

For an easy way to submit comment, use the following template.


Dear members of the Portland City Council,

I am writing to stand with the Prison Divestment movement and call for an end to the City of Portland's investment in prison profiteers. By investing in prison profiteers, the City's financial future depends upon continued criminalization of our communities of color. We have an opportunity to take our money out of industries that are causing deep harm, and reinvest it ethically.

I am a _____________________ (mother, immigrant, resident, formerly incarcerated person) in this community and I am tired watching as people of color and immigrants in our community are targeted by police and prisons.

Wells Fargo, the Bank of New York Mellon, JP Morgan Chase, and HSBC are all prison profiteers, benefiting as investors and lenders from the incarceration and detention of our communities. I ask you to implement the SRI committee's recommendation to divest from these corporations, as well as to create a permanent screen that would exclude prison profiteers from the city's investment portfolio, and end the City's banking relationship with prison profiteer Wells Fargo.

I also strongly urge you to approve the SRI committee's recommendation to add Caterpillar to the Do-Not-Buy list. Caterpillar manufactures custom weaponized military equipment that is designed for the purpose of bulldozing Palestinian homes, orchards, and other property. Caterpillar has been unresponsive to human rights organizations who for decades have sought to engage the corporation to end their facilitation of some of the most serious and longstanding human rights violations on the planet.
